英国金融行为监管局发布加密资产活动授权最终指南
英国金融行为监管局（FCA）发布了最终指南，概述了在该国即将实施的监管框架下，哪些加密资产活动可能需要获得授权。该指南涵盖了发行合格稳定币、运营加密交易平台、交易和安排交易、保管加密资产以及安排加密质押等活动。其目的是帮助企业确定其业务是否属于监管范围，以及在新的框架下运营需要哪些许可。
在现有制度下的注册和许可不会自动转换为新制度下的许可，这意味着企业需要自行判断是否需要获得FCA的授权或变更许可。

监管准备与时间表

英国加密资产监管框架逐步成型
FCA的最新指南出台之际，英国正朝着实施更广泛的数字资产监管框架迈进。今年2月，议会批准了将加密资产纳入FCA监管范围的法规，而监管机构在6月完成了一揽子规则和指南。
上周，英国上议院以194票赞成、138票反对通过了一项修正案，要求财政部在《金融服务和市场法案》成为法律后的12个月内，制定涵盖加密资产、稳定币、代币化证券和数字金融基础设施的数字资产战略。
FCA也在推进其关于代币化资产的工作。周一，监管机构就是否应豁免某些代币化黄金产品免受英国基金规则约束征求反馈意见，同时FCA和英格兰银行表示，他们计划在今年晚些时候公布批发金融市场代币化的路线图。
